On September 1, 2026, marking exactly six years since its founding, the International Protocol Accreditation Association (IPAA) announced a comprehensive renewal of its organization and examination system. Through this renewal, IPAA sharpens its identity as an independent certifying body and establishes what is, to our knowledge, the first protocol certification and accreditation system administered to a single global standard.
What IPAA Is
IPAA is an independent, internationally-facing certification authority for knowledge and practical competence in protocol — international and diplomatic etiquette — recognized across borders. Rather than a credential tied to any one educational institution, IPAA keeps the functions of teaching and certifying clearly separate, designing, administering, and evaluating its examinations as an independent third party.
Since its founding, IPAA has built out its accreditation system for candidates around the world, giving visible, verifiable form to the expertise of professionals working in international and diplomatic protocol.
What Changed for the 6th Anniversary
This renewal touches three areas: institutional philosophy, visual identity, and the examination system itself.
Reaffirming an Independent Certifying Role
IPAA has reaffirmed that it is a pure certification and evaluation body, not an educational or training institution. This means candidates can demonstrate their ability against fair, neutral standards regardless of where they studied.
A New Crest
Moving away from its earlier Japanese-motif design, IPAA has adopted a new crest — a globe at the center, five stars above, and laurel branches on either side — embodying the standing of an international certifying body.
A Restructured Membership
Membership is now extended by invitation to those who have passed a certification or accreditation exam. Four categories — Full, External, Supporting, and Honorary Membership — support continued professional development after certification.
How the Examination System Works
IPAA’s examination system consists of two tiers: a general certification exam, and a more advanced specialist accreditation exam.
- Certification Exam (General Grades): Five grades, Grade V through Grade I. All candidates sit the same paper, and grade is determined by score — a TOEIC-style scoring model.
- Accreditation Exam (Specialist Grades): Four grades — Certified, Accredited, Advanced, and Elite — awarded based on combined written and practical assessment.
Both exams build anti-fraud safeguards and legal enforceability directly into the examination framework itself.
A Global-Standard Protocol Examination
Japan has long had certification exams for protocol and manners conducted in Japanese. But a protocol certification and accreditation system conducted in English, evaluated to the same standard and the same questions regardless of country or region, has no precedent domestically or abroad. IPAA has established a system in which candidates are assessed to the same exam and the same standard whether they sit in Japan or from overseas.
Candidates may take the exam in person or online, so that participants worldwide sit an equivalent-standard exam. Online sittings are verified through a second camera confirming the candidate’s identity and environment, matching the rigor expected of an international certification exam.
